WORKFORCE INVESTMENT ACT AMENDMENTS: PROPOSED
RULE COMMENT DEADLINE: FEBRUARY 20, 2007
Background.
Please download the December 20, 2006, notice of
proposed rulemaking by the U.S. Department of Labor’s Employment and
Training Administration (ETA) to implement several significant policy
changes to the Workforce Investment Act (WIA) and Wagner-Peyser Act
Regulations.
The changes set forth in this proposed rulemaking address the
following:
- The size of state and local Workforce Investment Boards
(WIBs);
- The functions of state and local WIBs;
- The circumstances in which the state may require local WIBs to
take part in regional planning activities;
- The sequence of core, intensive, and training services;
- The Governor's authority over eligible training providers;
- The availability of Individual Training Accounts to youth;
and,
- The method of delivery of Wagner-Peyser Act-funded
services.
In addition, the proposed rulemaking seeks comments on the way
ETA defines the WIA functions and activities that constitute the costs of
administration subject to the administrative cost limit.
February 20th Comment Deadline.
NAWB is now in the process of taking an in-depth look at the
proposed rule and analyzing the proposed rule and its potential
implications for the workforce investment system.
To be assured of consideration, comments must be in writing and
must be received by ETA on or before February 20, 2007.
Action Requested.
NAWB is extremely interested in receiving your views. So, in
addition to e-mailing your comments to ETA (nprm.comments@dol.gov), please be sure to e-mail a copy of
your comments to NAWB’s Mark Schultz (schultzm@nawb.org) as well. NAWB will take all NAWB member
comments, as well as the input of a team of WIB executive directors and
NAWB Board members, into consideration as it develops a formal response to
the proposed rule.
