Specter – Harkin Amendment Passes!

Amends the FY 2007 Senate Budget Resolution

73 Yeas – 27 Nays

TODAY’S ACTION: Senators Specter (R-PA) and Harkin (D-IA) offered an amendment (S. 3048) to the Senate Budget Resolution today that would add $7 billion to Budget Functions 500, 550, and 600 (which are comprised of all programs within the purview of the Labor- HHS Appropriations Subcommittee). The amendment passed on a strong bi-partisan vote, 73-27. It will restore funding for education, health, social services, and WIA programs to FY 05 levels. Note: this is not the appropriation itself; this action is designed to lift the federal budget caps to make room for increased spending later in the appropriations process.

The final Budget Resolution must now pass the Senate. That vote is expected to happen before the Senate adjourns Friday for the St. Patrick’s Day recess. When the voting Score Card is available later today or tomorrow, find out how your Senators voted on the Specter-Harkin amendment through NAWB’s Cap-Wiz Key Votes.

NEXT ACTION: Send a thank you to your Senator(s) if they voted for the Specter-Harkin amendment! Thank them for their support and urge them to continue supporting the restoration of funding for the Workforce Investment Act and Employment Services during the upcoming appropriations deliberations. Use Cap-Wiz to compose your own email letter.

PREVIOUS ACTION: The Kennedy/Collins/Menendez Higher Education amendment that would have included an increase of $750 million for WIA was debated Tuesday morning. The amendment failed 50-50. Consult NAWB’s Cap-Wiz to find out how your Senators voted on that amendment, click on key votes.
