Washington Update
 

Last Monday, NAWB along with 12 other national organizations wrote to the leadership of the Senate HELP Committee-Senators Kennedy, Enzi, Murray, and Isakson-urging enactment of the WIA reauthorization bill this year.  For the full text of the letter, click here.

 

Last Thursday and Friday, several members of the NAWB Board's Advocacy Committee held a series of meetings with the staff of the House Education and Labor Committee, House Labor Appropriations Subcommittee, the Senate HELP Committee, and Senate Labor Appropriations Committee to discuss WIA reauthorization and FY 2008 funding for education and labor programs.

 

It appears that the Senate HELP Committee is getting ready to move forward later this month on the WIA reauthorization bill, and that the House Education and Labor Committee will turn its attention to WIA reauthorization toward the latter part of June.

 

Also, the Democratic leadership is looking toward approval of the budget resolution in both the House and Senate by the end of this week so that work may begin on FY 2008 appropriations.  It appears that the House/Senate compromise version of this approximately $2.9 trillion budget resolution will likely include $20-$22 billion more in discretionary spending than requested by the Bush Administration.  However, due to the many competing interests for the additional funding, it is unclear at this time how much of the additional funding would go to workforce development.    

 

While NAWB is working hard on your behalf, there has never been a more critical time than now for the local workforce system to stand up and extol its accomplishments.  Please consider holding an event at your local One-Stop Center and inviting your congressional representatives to attend.  Or, sending them newspaper clippings or data sharing your success stories.  Or, having your local elected officials contact them.  With the outlook for appropriations looking uncertain and WIA reauthorization looking favorable, please leave no stone unturned during this critical window of opportunity! 

 

Update on Defense Supplemental Bill

 

Congress is expected this week to make a second attempt at the defense supplemental bill.   Following the President's veto last week of the first version of the bill due to his opposition to deadlines for withdrawal from Iraq and to "extraneous" spending, there have been talks between The White House and Congress.  Opinions vary as to whether a bill acceptable to both is possible in the short-term.  There is some talk of stop-gap funding for defense purposes through July 2007.  Rep. Charles Rangel (D-NY), Chairman of the House Ways and Means Committee, continues to insist that the small-business tax relief/minimum-wage provisions remain in the defense supplemental.

 

Legislation Introduced to Give Tax Break to Master Teachers in Underperforming Schools

 

Last week, Senator Benjamin Cardin (D-MD) joined with Senator Olympia Snowe (R-ME) to introduce bipartisan legislation that would create a group of highly-qualified "master teachers" who would receive a break on their federal income taxes for teaching in schools that fail to meet standards defined under the No Child Left Behind Act (NCLB).   For more details regarding this proposed legislation, see http://cardin.senate.gov/news/record.cfm?id=273518.

ETA Announces Grant for National Farmworker Jobs Program Housing Assistance

 

On April 20, 2007, the U.S. Department of Labor's Employment and Training Administration (ETA) announced a grant competition for approximately $5 million in National Farmworker Jobs Program (NFJP) Housing Assistance.  This is a tool to improve economic outcomes for farmworkers and is included as a supportive service to assist farmworkers to retain employment or enter into and/or remain in training. 

 

Eligible applicant organizations include state WIBs, local WIBs, state agencies, faith-based and community organizations, higher-learning institutions, and others. 

 

Workforce3One will conduct a "Virtual Prospective Applicant" webinar on May 15, 2007, at 2:30 P.M. New ETA Grants Available for Youth Offender Programs

 

ETA also announced a grant competition for youthful offender programs.  Approximately $20 million will be available (four apprenticeship grants at $1M each, six alternative educational pathways grants at $1M each, and five project expansion grants at $2M each).  Eligible applicants include faith-based and community organizations, national community-based organizations, state apprenticeship agencies, state workforce agencies, local WIBs, state correctional agencies, and federally-recognized tribal governments or organizations serving Native Americans, Native Hawaiians, Alaskan Natives, or Pacific Islanders.  For more information, see http://www.dol.gov/eta/regs/fedreg/notices/200708345.htm.  Grant applications are due May 31, 2007.

Study Indicates Rural Counties Have Industry Clusters Beyond Agriculture

 

A recent study funded by the U.S. Department of Commerce's Economic Development Administration (EDA) finds that manufacturing remains highly concentrated in the Midwest and that most rural economies are not dependent on agriculture.  Researchers from Purdue University and Indiana University sought to develop a database and method to assess regional economic competitiveness in rural areas of the United States.  The research was organized into two major projects.  Project 1 built a comprehensive database for cluster studies, and Project 2 uses the database developed in Project 1 to analyze the cluster structure of regions.  Unlocking Rural Competitiveness: The Role of Regional Clusters is available on the EDA website at www.eda.gov.

 

New Tools Available from the Workforce Strategy Center

 

The Workforce Strategy Center, a non-profit organization that builds systems for education, training, workforce development, and economic development, has added some new tools to its website: (1) a video produced by the KnowledgeWorks Foundation that highlights regional efforts in Ohio to develop career pathways, and (2) a set of reports developed in collaboration with CCbenefits/Economic Modeling Specialists, Inc. to help planners analyze their regional economies.  For more information, see http://www.workforcestrategy.org/toolkit.html.

Eric Seleznow Named Executive Director of Governor's WIB

 

Secretary Thomas Perez of the Maryland Department of Labor, Licensing and Regulation recently announced the appointment of Eric M. Seleznow as Executive Director of the Governor's Workforce Investment Board, effective May 14, 2007.

 

Mr. Seleznow most recently served as Director of the Division of Workforce Investment Service in the Montgomery County, MD Department of Economic Development.  Mr. Seleznow also has a long history as a trainer/facilitator specializing in Offender/Employer re-entry programs on the national, state, and local levels.

Barbara Halsey Appointed Executive Officer of California State WIB

 

Governor Arnold Schwarzenegger recently appointed Barbara Halsey as Executive Officer of the California State WIB, effective May 2007.  Ms. Halsey has nearly 27 years of experience in the workforce training field and previously served as executive director of the San Bernardino County Workforce Board.  Ms.Halsey also previously worked for the San Bernardino County Jobs and Employment Services Department in several capacities from 1997 to 2002.
