Budget Resolution UpdateDespite attempts during the week to address the concerns of both conservative and moderate House members, GOP leaders were forced once again to delay a vote on the FY 2007 budget resolution. Specifically, they failed to reach agreement with party moderates on health and education spending. Moderates would like assurances that funding for their favored education, healthcare, and community development programs will be protected from cuts during the FY 2007 appropriations process. This is the second time in less than two months that the GOP leaders could not garner enough votes to pass the budget. Negotiations are expected to continue through the weekend as the window of opportunity is rapidly closing, with the first FY 2007 appropriations bills scheduled to reach the floor for debate next week. Currently, House Appropriations Committee Chairman Jerry Lewis (R-CA) has set a $141.9 billion FY 2007 spending cap for Labor-HHS programs. This represents an $843 million increase over current fiscal year funding, but is a reduction of $747 million from where Labor-HHS funding stood two years ago. President Nominates Troy R. Justesen As Assistant Secretary for OVAEEarlier this week, NAWB learned that President Bush plans to nominate Troy R. Justesen, of Utah, to be Assistant Secretary for Vocational and Adult Education (OVAE) at the U.S. Department of Education. Mr. Justesen, if confirmed by the Senate, would replace Susan Sclafani who resigned in September of 2005. For more information, click here for the press release.
