System Accomplishments 2000
Fall 1999 — Fall 2000
The following major
initiatives highlight accomplishments for Program Year 2000 (July
1, 1999 - June 30, 2000). Accomplishments are organized in
reference to the Council’s most applicable strategic goal,
however, many are multi-goal related.Goal 1
Implement the requirements of the Workforce Investment Act (WIA)
by leading the design, implementation, and accountability of the
WorkSource system….
- Governor and Local Elected Officials select and certify
Private Industry Council board as new Northwest Workforce
Development Council (NWDC)
- Five Year Strategic and Operations Plans approved by the
Governor
- Memoranda of Understanding negotiated with ten partner
organizations
- Resource Sharing Agreements for One Stop system negotiated
- WIA performance measures negotiated
- Local Elected Officials of each county negotiate new
Interlocal Agreement
- Certification Process for WorkSource Centers and Affiliate
sites finalized (NWDC’s Certification model included in the US
Department of Labor’s Technical Assistance Guide Performance
Excellence in One-Stop Career Center Operations )
- Certification Team formed and trained
- Youth Council created
- Procurement process for youth program instituted (NWDC one
of eight national models for WIA integrated youth services
included in the US DOL’s Technical Assistance Guide)
- Fiscal/Accounting systems re-engineered to WIA compliance
- Fiscal integrity of the area’s funds sustained with clean
annual audit
- WIA information reporting system created and implemented
- WIA Individual Training Account priorities and system
established
- Universal (Core) Services operationally defined for system
- Planning for WorkSource Affiliate at Bellingham CSO started
- Skagit Career Center services expanded, facility remodeled,
partner staff co-located
- Whidbey Career Center services expanded
- WorkSource-Whatcom remodel & co-location planned and
underway. Services enhanced. New products created
Goal 2Promote the importance of lifelong learning for workers, and a
systemic approach….
- Partnership Training Team provides over 20 staff development
opportunities
- Whatcom Tech-Prep/School-to-Work Consortium’s work-based
learning staff co-located at WorkSource-Whatcom
- Partnered with Skagit-Island PrepWork Consortium to provide
Workplace Applications Summer Training Institute for K-12
Teachers
Goal 3Create and provide quality, competency-based
workforce preparation services which use employer defined
workforce skill standards and essential academic learning
requirements so that all students and workers area able to acquire
skills, knowledge, and abilities required to equip them as
lifelong workforce learners.
- Exceeded all performance standards for youth, adult and
dislocated worker programs
- Workforce Skill Standards embedded across Northwest
Partnership and adopted in multiple K-12 school districts
- Continuous Quality Improvement Team hosted focus groups of
job seekers & businesses
- Whidbey Career Center Quality Plan developed
- WorkSource-Whatcom Quality Plan implemented
- WorkSource team benchmarks local products and services with
West Coast best practice sites
- Competencies of WorkSource Professionals adopted across the
system
- On-line Partnership Customer Referral Guide
created
Goal 4Ensure business customers are satisfied with
results of the workforce preparation system and workers have the
skills to be competitive in the global economy.
On-line Guide to Business Services created
Business Services system design recommendations and common
products created
Common Job Order (skills-based) promoted to state Employer
Advisory Board and One Stop Operating System designers for
statewide application
Northwest Employment EXPO 2000 sold out exhibit hall to
local employers
Partnership Rapid Response Services provided to workers and
employers at three plant closures: Caitac Manufacturing, Ferry
Brothers Meat Processing, National Frozen Foods
Self Employment Resource Area funding secured and products
purchased for Career Centers
Implemented post-employment welfare services
Sponsor participation in Skagit-Island PrepWork
Consortium’s A Business, Labor & Education Summit
Health & Allied Services Skills Gap project funded
Goal 5Promote community collaborations and the
awareness and support of workforce development issues, policies
and initiatives. Ensure, through formal mechanisms, customers are
connected to the appropriate community support services that
address their life support needs.
- Career Centers host community Open Houses
- WorkSource multi-media marketing campaign implemented
- New Career Center product, Career Kit, connects customers to
support services
- WorkSource-Whatcom Center hosts numerous local and national
visitors
- Reorganization of Northwest Partnership for Workforce
Development into single Workforce Investment Area Design &
Implementation Team with expanded partner membership
- New partners engaged: Job Corps, Opportunities
Industrialization Center, Northwest Regional Council and Whatcom
Community College
- Partnership website, Inside WorkSource Northwest,
expanded and improved
